The announced objective of this audit was to determine whether Defense Digital Service (DDS) engagements achieved their intended purpose and were executed in accordance with DoD and Federal policies. On January 18, 2023, the DoD Hotline received a complaint alleging that the Chief Digital and Artificial Intelligence Office (CDAO), particularly DDS officials, relied on waivers they granted themselves to use unauthorized information technology tools and services in violation of DoD policy. We expanded the scope of our audit to include a review of those allegations.
