We reannounced the subject audit on September 3, 2024 (attached). The objective was to
determine whether the DoD has established effective measures to assess the impact of its actions
to address identified structural and perceptual barriers for promotion selection boards to the
active duty officer ranks of O-4 through O-6. We are terminating this audit because the Institute
for Defense Analyses and Defense Advisory Committee on Diversity and Inclusion recently
issued two reports that address the objective of our previously announced audit. The Office of
the Under Secretary of Defense for Personnel and Readiness, and the Military Services, plan to
implement the recommendations identified in these reports by updating promotion board policies
and processes, as applicable. We will continue to pursue opportunities to conduct impactful
programmatic oversight in this important area.
