Evaluation of Army Pre-Positioned Equipment Issued in Response to Ukraine and the NATO Defense Forces (DODIG-2023-053)

Publicly Released: February 27, 2023

The objective of this evaluation was to determine the extent to which the Army Sustainment Command and 405th Army Field Support Brigade (405 AFSB) maintained and accounted for Army pre positioned stocks (APS) of military equipment in their storage areas, and planned for the repair of issued APS 2 (a site in Europe) equipment in response to Russia’s invasion of Ukraine and in support of the NATO Defense Forces.

Project Announcement: Audit of DoD Maintenance Operations for Military Equipment Provided to Ukraine (Project No. D2023-D000RH-0088.000)

The objective of this audit is to determine whether the DoD is efficiently and effectively providing maintenance support for U.S. weapon systems and equipment provided for Ukraine operations. We may revise the objective as the audit proceeds, and we will also consider suggestions from management on additional or revised objectives.

Project Announcement: Audit of the DoD Award and Administration of Noncompetitively Awarded Contracts in Support of Ukraine (Project No. D2023-D000RH-0082.000)

We plan to begin the subject audit in February 2023. The objective of this audit is to determine whether DoD contracting officials properly awarded and administered noncompetitively awarded contracts in support of the Ukraine response, according to Federal and DoD Regulations. We may issue separate reports covering the award and the administration of contracts, revise the objective as the audit proceeds, and will also consider suggestions from management for additional or revised objectives. We will identify locations to visit during the audit.

The objective of this audit is to determine whether the DoD is executing Explosives Safety and Munitions Risk Management for explosives and munitions provided to assist Ukraine operations in accordance with Federal and DoD policies.

FY 2023 Joint Strategic Oversight Plan - Ukraine Response

This Fiscal Year 2023 Joint Strategic Plan for Ukraine Response is the first joint strategic oversight plan submitted to Congress by the Offices of Inspectors General (OIG) for the U.S. Department of Defense, the U.S. Department of State, and the U.S. Agency for International Development. This plan describes these three OIG’s and partner agencies’ oversight of U.S. activities related to the Ukraine response.
