Interagency Review of Federal Export Enforcement Efforts

We are providing this interagency report for information and use. This review was conducted as a cooperative effoort by the Offices of Inspector General of the Departments of Commerce, Defense, State, and the Treasury; the Central Intelligence Agency; and the U.S. Postal Service in response to Public Law 106-65, National Defense Authorization Act for FY 2000, section 1402. The law requires that the Offices of Inspector General provide an annual report to the Congress through 2007 on the transfer of militarily sensitive technologies to countries and entities of concern. Our report this year focuses on the Federal Government's export enforcement activities.

Information assurance is emerging as a critical component of DoD operational readiness. When effective, information assurance enables the systems and networks composing the Defense information infrastructure to provide protected, continuous, and dependable service in support of both warfighting and business missions. On December 301 1999, the Deputy Secretary of Defense issued a memorandum, "Department of Defense Information Assurance Vulnerability Alert." which stated that information assurance is an essential element of operational readiness and can no longer be relegated to a secondary concern.
