Today, Inspector General Robert P. Storch announced that the Department of Defense Office of Inspector General (DoD OIG) released the classified “Summary of Oversight Reports on Security Assistance to Ukraine to Inform Possible DoD Efforts to Support Israel and Other Future Foreign Assistance Efforts.” The evaluation identified and summarized systemic challenges and recommendations from 32 previous oversight reports related to DoD security assistance in Ukraine.
“The DoD security assistance mission is vital to the DoD and its partner nations,” said IG Storch. “DoD leaders can leverage insights from this evaluation to inform and strengthen processes for possible efforts to support Israel and other future foreign assistance efforts. If systemic challenges are left unaddressed, they could hinder future operations and national objectives.”
The evaluation highlighted challenges related to intelligence sharing, information security, and the accountability and controls of U.S.-provided equipment—including enhanced end-use monitoring (EEUM) and property book challenges. In addition, the review of the oversight reports identified challenges related to financial management, such as the inaccurate reporting of the DoD’s use of Ukraine supplemental funds.
