The purpose of this memorandum is to notify you that we are initiating the subject evaluation. The objective of this evaluation is to assess the effectiveness with which the DoD implemented the Civilian Harm Mitigation and Response Action Plan and whether the implementation was in accordance with the Secretary of Defense’s guidance and directed timelines.
