Top DoD Management Challenges – Fiscal Year 2019

The following is the DoD Office of Inspector General’s (OIG) statement on the top management and performance challenges facing the DoD. The DoD OIG identified these challenges based on a variety of factors, including DoD OIG oversight work, research, and judgment; oversight work done by other DoD components; oversight work conducted by the GAO; and input from DoD officials. While we reviewed DoD statements, documents, and assessments of these and other critical issues, we identified these top challenges independently.

Project Announcement: Evaluation of DoD Voting Assistance Programs for CY 2018 (Project No. D2019-D00SPO-0026.000)

We plan to begin the subject evaluation immediately. We will conduct this evaluation in accordance with the requirements of section 1566, title 10, United States Code (10 U.S.C § 1566), as amended, which requires the Department of Defense Office of the Inspector General (DoD OIG) to report annually to Congress, not later than March 31st each year.

We determined whether the Defense Finance and Accounting Service (DFAS) implemented corrective actions for the recommendations in Report No. DODIG-2017-015, “Application Level General Controls for the Defense Cash Accountability System Need Improvement,” November 10, 2016, and determined whether those actions corrected the reported problems.

Defense Logistics Agency Award and Administration of Energy Savings Performance Contracts DODIG-2018-135

We determined whether the Defense Logistics Agency (DLA) officials: • maintained competition in soliciting and awarding energy savings performance contracts (ESPCs), • appointed contracting officer’s representatives (CORs) and conducted base-level oversight of ESPC maintenance and repair, and • validated contractor-claimed energy savings on elect ESPCs.
