Summary Report: Lessons Learned from DoD OIG Reports on Burden‑Sharing with International Partners (Report No. DODIG-2025-097)

This summary report is one in a series of reports that summarizes key themes and lessons learned from our body of oversight work in several key areas. We offer these summaries to provide helpful and timely information relevant to DoD priorities. We reviewed DoD OIG audit and evaluation reports from the previous 10 years to identify trends and recurring challenges during contingencies and other DoD operations.

Operation Inherent Resolve (OIR)

This quarterly report describes the activities of the U.S. Government in support of OIR as well as the work of the Department of Defense (DoD), the Department of State (State), and the U.S. Agency for International Development (USAID) to further the U.S. Government’s policy goals in Iraq and Syria during the period of January 1 through March 31, 2025. This report also discusses the planned, ongoing, and completed oversight work conducted by the Lead IG agencies—the DoD, State, and USAID OIGs—and our partner oversight agencies.

Management Advisory: Timeliness of Performance Evaluations for Contracts Supporting the DoD’s Building Partner Capacity Efforts (Report No. DODIG-2025-080)

On May 22, 2023, the DoD OIG announced the “Audit of the DoD’s Efforts to Build Partner Capacity in the U.S. Indo-Pacific Command (USINDOPACOM) Area of Responsibility.” The objective of the audit is to determine whether the DoD established program objectives, met performance metrics, developed an assessment framework, and met congressional reporting requirements for the effective execution of building partner capacity activities within the USINDOPACOM area of responsibility in accordance with laws and DoD regulations.

The objective of this audit was to determine whether the DoD conducted end-use monitoring (EUM) of defense articles transferred to U.S. Southern Command (USSOUTHCOM) partner nations in accordance with Federal laws, DoD regulations, and transfer agreements.

Fiscal Year 2025 Oversight Plan for the Department of Defense Office of Inspector General

This Oversight Plan is the outcome of our annual planning process during which the DoD OIG selects oversight projects on both a deliberate and dynamic basis. It presents the audits and evaluations we intend to conduct in FY 2025 and considers prior oversight work, statutory requirements, DoD strategy and priorities, resource availability, and the OIG’s assessment of the DoD’s top management and performance challenges (TMPC). Our plan promotes transparency by informing the DoD, Congress, and the public about our planned and ongoing work, and helps to identify opportunities for collaboration and de confliction with our oversight community partners within the DoD and beyond.
