FY 2024 Joint Strategic Oversight Plan for Operation Atlantic Resolve, Including U.S. Government Activities Related to Ukraine

FY 2024 Joint Strategic Oversight Plan for Operation Atlantic Resolve (JSOP-OAR) is the annual joint strategic oversight plan submitted to Congress by the Lead IG for OAR.  This plan complies with the oversight requirements pursuant to 5 U.S.C. § 419 of the Inspector General Act of 1978, as amended.  The JSOP-OAR describes the Lead IG and partner agencies’ oversight of U.S. Government activities in support of the ongoing OAR mission, including activities related to Ukraine.

Project Announcement: Evaluation of the Accountability of Ukraine-Bound Equipment to Sea Ports of Embarkation in the Continental United States (Project No. D2023-DEV0PD-0166.000)

The objective of this evaluation is to determine whether DoD Components are effectively accounting for defense materials being provided to Ukraine from their points of origin to sea ports of embarkation within the continental United States.

Audit of Army’s Oversight for Ukraine-Specific Logistics Civil Augmentation Program V Services in the U.S. European Command Area of Responsibility (DODIG-2023-117)

The objective of the audit was to determine whether the Army’s administration and oversight of the Logistics Civil Augmentation Program (LOGCAP) V contract in the U.S. European Command (USEUCOM) area of responsibility (AOR) was performed in accordance with applicable Federal and DoD policies. This report focuses on Ukraine-specific LOGCAP V services performed at Jasionka Airport and Mielec Forward Operating Site (FOS) in Poland; however, the report also discusses some LOGCAP V services supporting enduring missions.

Evaluation of Land-Based Security Controls for Equipment Being Transferred by Rail to Ukraine (DODIG-2023-115)

The objective of this evaluation was to determine whether the DoD implemented security controls in accordance with the Defense Transportation Regulation and DoD policies for the ground movement and transfer of cargo headed to Ukraine by rail in the U.S. European Command area of responsibility.

The purpose of this memorandum is to notify you that we plan to begin the subject audit in September 2023. The objective of this audit is to determine the extent and impact of the March 2023 estimation change for valuing assets provided under Presidential Drawdown Authority (PDA), determine whether DoD Components followed the current policy when updating the value of items provided to Ukraine through PDA, and assess whether the current PDA valuation policy complies with Federal laws and regulations.

The purpose of this memorandum is to notify you that we plan to begin the subject evaluation in August 2023. The objective of this evaluation is to determine whether the U.S. European Command’s Office of Defense Cooperation-Ukraine obtained loss reports comprehensively and in a timely manner for defense articles provided to the Ukrainian Armed Forces requiring enhanced end use monitoring; used all available means to verify the reporting received; and effectively analyzed or shared the reporting with DoD components.

Management Advisory: U.S. European Command Security Classification Guidance for Ukraine Assistance (DODIG-2023-105)

The purpose of this management advisory is to inform U.S. European Command (USEUCOM) officials responsible for security classification guidance of concerns that we identified during the performance of two oversight projects. Specifically, the USEUCOM security classification guide includes generic guidance and may not include sufficient detail for making classification decisions about the DoD’s Ukraine security assistance mission. Additionally, not all USEUCOM subordinate organizations have their own, command-specific security classification guides. As a result, we observed that personnel within multiple commands in the USEUCOM area of responsibility may not be marking documents with the appropriate level of classification.
