This is the 30th Lead Inspector General (Lead IG) report to the United States Congress on Operation Inherent Resolve (OIR), the overseas contingency operation to advise, assist, and enable local partner forces until they can independently defeat ISIS in designated areas of Iraq and Syria, thereby setting conditions for the implementation of long-term security cooperation frameworks.

Project Announcement: Evaluation of Intelligence Sharing in Support of Ukraine (Project No. D2022-DEV0SI-0150.000)

We plan to begin the subject evaluation in June 2022. The objective of this evaluation is to determine the extent to which the DoD developed, planned, and executed cross-domain intelligence sharing with European partners in support of Ukraine. We may revise the objective as the evaluation proceeds, and we will also consider suggestions from management for additional or revised objectives.

Project Announcement: Evaluation of the Department of Defense's Replenishment of Weapons Stockpiles Provided to Ukraine (Project No. D2022-DEV0PA-0149.000)

We plan to begin the subject evaluation in June 2022. The objective of this evaluation is to determine the extent to which the DoD has planned to restock its equipment and munitions provided to the Government of Ukraine. We may revise the objective as the evaluation proceeds, and we will also consider suggestions from management for additional or revised objectives.

Project Announcement: Announcement of the Research on the DoD’s Execution of Funds Provided for Assistance to Ukraine (Project No. D2022-D000FL-0123.001)

We are announcing the subject research project to inform you of the continuation of Project No. D2022-D000FL-0123.000 to address the reporting requirement in the Additional Ukraine Supplemental Appropriation Act, 2022. The objective of this research project is to examine the DoD’s processes for tracking, reprogramming, and reporting the use of funds provided for assistance to Ukraine. The Act provided DoD an additional $20.1 billion for assisting Ukraine and requires the DoD Office of Inspector General to review the DoD’s execution of the funds appropriated in the Act and to provide to the congressional defense committees a written report by September 19, 2022.

Project Announcement: Evaluation of Army Prepositioned Equipment Issued in Response to Ukraine and the NATO Defense Forces (Project No. D2022-DEV0PC-0145.000)

We plan to begin the subject evaluation in June 2022. The objective of this evaluation is to determine the extent to which the 21st Theater Sustainment Command, U.S. Army Europe and Africa, is maintaining and accounting for Army Prepositioned Equipment (APS-2) in storage areas, and planning for the repair, replenishment, and replacement of issued APS-2 equipment in response to Ukraine and in support of NATO defense forces. We may revise the objective as the evaluation proceeds, and we will also consider suggestions from management for additional or revised objectives.

Project Announcement: Research on the DoD’s Execution of Funds Provided for Assistance to Ukraine (Project No. D2022-D000FL-0123.000)

We plan to begin our research project in March 2022. The objective of this research project is to examine the DoD’s processes for tracking, reprogramming, and reporting the use of funds provided for assistance to Ukraine. The Ukraine Supplemental Appropriations Act, 2022 provided the DoD with $6.528 billion in funds for assistance to Ukraine. Specifically, the Act provided the DoD with $3.028 billion for U.S. European Command operations mission support, the deployment of personnel to the region, and intelligence support; and $3.5 billion to replace DoD stocks, and to reimburse for defense services, education, and training provided to Ukraine. Furthermore, Section 2302 of the Act requires the DoD Office of Inspector General to review the DoD’s execution of the funds appropriated in the Act, and to provide to the congressional defense committees a written report by July 13, 2022.

Project Announcement: Evaluation of the Department of Defense’s Planning and Accountability of Equipment and Support Provided to Ukraine (Project No. D2022-DEV0PD0103.000)

We plan to begin the subject evaluation in February 2022. The objective of this evaluation is to determine the extent to which the DoD developed plans to provide and account for security assistance and intelligence support authorized by the Fiscal Year 2022 National Defense Authorization Act to the Government of Ukraine. We may revise the objective as the evaluation proceeds, and we will consider suggestions from management for additional or revised objectives.
