Project Announcement: Military Criminal Investigative Organization’s Major Procurement Fraud Program Review (Project No. D2021-DEV0SV-0019.000)

The DoD Office of Inspector General will conduct an evaluation of Military Criminal Investigative Organization’s (MCIO) Major Procurement Fraud (MPF) programs. The objective of this evaluation is to determine whether the major procurement fraud investigations comply with Department, Service, and MCIO policy.

Project Announcement: Evaluation of the DoD’s Implementation of Suicide Prevention Resources for Transitioning Uniformed Service Members (Project No. D2020-DEV0PB-0189.000)

The DoD Office of Inspector General (OIG) plans to begin the subject evaluation in October 2020. The objective of this evaluation is to determine whether the DoD provided suicide prevention resources for transitioning military service members as required by Executive Order 13822, Presidential Executive Order on Supporting Our Veterans During Their Transition From Uniformed Service to Civilian Life. For the purpose of this evaluation, a transitioning Service Member includes all individuals with a planned or pending separation from active duty military service. This includes individuals completing service commitment contracts, retiring, and involved in medical evaluation boards or administrative separation proceedings. We may revise the objective as the evaluation proceeds, and we will also consider suggestions from management for additional or revised objectives.

Evaluation of Medical Protocols and Deaths of Recruits in the Department of Defense (DODIG-2020-131)

Publicly Released: October 1, 2020

Section 566 of the National Defense Authorization Act for Fiscal Year 2020 directed the DoD OIG to conduct “an assessment of the deaths of recruits at facilities under the jurisdiction of the Secretaries of the military departments, and the effectiveness of the current medical protocols on the training bases.” Section 566 required the DoD OIG to submit a report on the results of the assessment that includes responses to 11 questions. The DoD OIG Evaluations Component conducted this review and developed responses to the National Defense Authorization Act questions.

Publicly Released: September 9, 2020 The objectives of this evaluation were to determine whether the DoD and DoD Education Activity have adequate policies and procedures to respond to incidents of serious juvenile-on-juvenile misconduct, including sexual assault and sexual harassment; and referred serious juvenile-on-juvenile misconduct incidents to DoD law enforcement organizations and military and civilian child advocacy and health services.

Evaluation of Department of Defense Enhanced End-Use Monitoring for Equipment Transferred to the Government of Ukraine (DODIG-2020-121)

The objective of this evaluation was to determine whether the DoD’s transfer to the Government of Ukraine of military equipment requiring enhanced end-use monitoring (EEUM), including Javelin missiles, Javelin Command Launch Units, and night vision devices (NVDs), was in accordance with law and DoD guidance; and Ukraine’s security and accountability of U.S.-provided military equipment requiring EEUM met the criteria prescribed by law and regulation.

Project Announcement: Research on FY 2020 National Defense Authorization Act Requirements Related to Military Family Housing (Research Project No. D2020-DEV0SR-0161.000)

We plan to begin our research immediately. The objective of this research is to identify topics for congressionally mandated evaluations related to military family housing oversight. This research will include data gathering and inquiries into plans to meet the intent of FY 2020 National Defense Authorization Act requirements related to military family housing.

Project Announcement: Research on DoD Law Enforcement Organizations’ Responses to Active Shooter and Workplace Violence Incidents (Project No. D2020-DEV0SV-0154.000)

The Office of Inspector General is researching the DoD law enforcement organizations’ response to active shooter and workplace violence incidents. This research project will collect policy and guidance documents, training documents, response plans, and a list of previous active shooter and workplace violence investigations from USD (I&S), each of the military service’s law enforcement organizations, and military criminal investigative organizations to further define the scope of a potential future evaluation.
