Section 554 requires the DoD Inspector General (IG) to submit annual reports to keep Congress informed on findings and recommendations related to: (i) the effects of policies, programs, systems, and processes of the Department, regarding personnel, on diversity and inclusion in the Department and (ii) the effectiveness of such policies, programs, systems, and processes in preventing and responding to supremacist, extremist, and criminal gang activity of a member of the Armed Forces.

Press Release: Audit of Environmental Threats to Naval Dry Docks (DODIG-2024-030)

Inspector General Robert P. Storch announced today that the Department of Defense Office of Inspector General released the “Audit of Environmental Threats to Naval Dry Docks.” The audit highlighted potential vulnerabilities in the master planning for environmental threats to dry docks and focused on actions to address changing sea levels and flooding at four naval shipyards located in Norfolk, Virginia; Pearl Harbor, Hawaii; Portsmouth, New Hampshire; and Puget Sound, Washington.

Storch announced today that the Department of Defense Office of Inspector General released the “Management Advisory: Concerns with Access to Care and Staffing Shortages in the Military Health System.” The advisory highlighted issues with access to health care for Military Health System beneficiaries, DoD civilians and contractors overseas, and access to mental health care.

Press Release: Audit of B-52 Diminishing Manufacturing Sources and Material Shortages (DODIG-2024-029)

Inspector General Robert P. Storch announced today that the Department of Defense Office of Inspector General released the “Audit of B-52 Diminishing Manufacturing Sources and Material Shortages.” The report identified that the U.S. Air Force did not effectively manage diminishing manufacturing sources and material shortages (DMSMS) for the B-52 Stratofortress aircraft. Failure to effectively manage these shortages contributed to spare part shortages.

Press Release: Audit of the Navy’s Management of the MQ-25 Stingray Program (DODIG-2024-026)

Inspector General (IG) Robert P. Storch announced today that the Department of Defense Office of Inspector General (DoD OIG) released the “Audit of the Navy’s Management of the MQ-25 Stingray Program.” The report raised concerns regarding critical production decisions that the Navy planned to make on the program before sufficient testing and evaluation was completed. The MQ-25 Stingray is designed to provide aerial refueling capabilities for the Navy’s air wings aboard nuclear aircraft carriers (CVNs), relieving the F/A-18 Super Hornet that is currently fulfilling this requirement. The MQ-25A is intended to enhance the Navy’s operational capabilities, allowing it to execute missions beyond current capabilities.

Grimes, SES, former Director, Commonwealth and Partner Engagement, Office of the Under Secretary of Defense (Intelligence and Security).” The report substantiates misconduct allegations that Mr. Grimes sexually harassed a subordinate while on official travel in 2019 and 2020.

On November 15, 2023, the DoD published the DoD FY 2023 Agency Financial Report, including the FY 2023 and FY 2022 Agency-Wide Financial Statements audited by the DoD Office of Inspector General (OIG). The DoD OIG issued a disclaimer of opinion —meaning that the auditors could not obtain sufficient, appropriate audit evidence to support an opinion on the financial statements. The DoD Components received 7 unmodified (clean) opinions, 1 qualified opinion, and 18 disclaimers of opinion, while 3 audits are on-going.

Storch announced today that the Department of Defense Office of Inspector General (DoD OIG) released the report, “Evaluation of the Control and Accountability of DoD Biometric Data Collection Technologies.” The biometric devices included as part of the review were the Biometric Automated Toolsets (BAT), Secure Electronic Enrollment Kits (SEEK), Javelin, Biosled, and the Handheld Interagency Identity Detection Equipment (HIIDE).

FY 2024 Joint Strategic Oversight Plan for Operation Atlantic Resolve (JSOP-OAR) is the annual joint strategic oversight plan submitted to Congress by the Lead IG for OAR.  This plan complies with the oversight requirements pursuant to 5 U.S.C. § 419 of the Inspector General Act of 1978, as amended.  The JSOP-OAR describes the Lead IG and partner agencies’ oversight of U.S. Government activities in support of the ongoing OAR mission, including activities related to Ukraine.
